Using the SLIM subsidy for an LMS: how to build a sustainable learning culture
What the SLIM subsidy does and does not cover when implementing an LMS, and how to structure your application.

In many organizations, learning is an afterthought—a one-off training session or a single course. But that isn't enough in an era where roles, skills, and markets are constantly shifting. Employees need to keep developing, and that requires a lasting, well-organized approach.
The government encourages this through the SLIM subsidy. This scheme is specifically designed for small and medium-sized enterprises (SMEs) looking to invest in a sustainable learning culture. Combine this scheme with an LMS like Pluvo, and you lay a solid foundation for your learning strategy. You get financial support and a platform that makes learning efficient and measurable.
What is the SLIM subsidy, and who is eligible?
The SLIM scheme is a national subsidy program from the Ministry of Social Affairs and Employment. The name stands for Stimulation Scheme for Learning and Development in SMEs. The goal of the scheme is to help organizations structurally integrate learning and development into the workplace—not as an isolated training event, but as a permanent part of business operations.
The scheme started in 2020, has been extended several times, and runs through 2029. Each year, there are specific application windows with a set budget and allocation per target group.
Who is the SLIM subsidy intended for?
There are three main target groups that can make use of the scheme:
- Individual SMEs
Companies with fewer than 250 employees and an annual turnover of up to 50 million euros are eligible for an individual application. - Collaborative partnerships
This involves at least two SMEs, potentially supplemented by industry associations, educational institutions, or training funds. Collaborations can submit larger, joint learning projects. - Large enterprises in sectors with seasonal labor
Think of agriculture, hospitality, and recreation. These companies can only apply for a subsidy if they are part of a collaborative partnership.
How much subsidy can you receive?
The amount of the subsidy depends on the type of application:
- Individual SME: a maximum of 25,000 euros in subsidy per application.
- Collaborative partnerships: a maximum of 500,000 euros per project, with a cap of 200,000 euros per participating party.
- Subsidy percentage: up to 60 percent of eligible costs are reimbursed. For small SMEs, this percentage can be higher (e.g., 80 percent, depending on specific conditions and the nature of the costs).
Please note: these are maximum amounts. The actual subsidy amount depends on your plans, activities, budget, and the available funding within the scheme.
Which activities are eligible for a subsidy?
The SLIM scheme only reimburses activities that contribute to building a sustainable learning and development structure within your organization. The four main activities are:
- Drafting a training and development plan (Activity A)
In this process, an external consultant analyzes your current learning culture, future personnel policy, and training needs. This plan forms the basis for targeted development measures. - Career or development advice for employees (Activity B)
Employees receive individual guidance to gain insight into their strengths, growth potential, and suitable development paths, for example through coaching sessions or career trajectories. - Implementing a learning and development method (Activity C)
This involves the structural introduction of learning tools or systems, such as an LMS, internal learning environments, development reviews, or learning portals. Costs for implementation, training, and consulting are eligible, but software licenses are not. - Practical learning placements in the third learning pathway (Activity D)
Here, you offer job seekers or current employees a practice-oriented training program within your company, separate from regular vocational education. Think of customized programs for career changers or returners.
Why Pluvo fits within SLIM, and what is actually subsidizable
Pluvo is a powerful LMS that helps your employees learn in a structured and independent way. The platform supports features such as learning paths, e-learning, organizing meetings, and skills management. Within a SLIM project, Pluvo can play an important role, provided you include the costs correctly in your subsidy application.
Please note: the license fees for Pluvo itself are not eligible for a subsidy. The SLIM scheme does not reimburse subscription fees, software licenses, or hosting. What is eligible for a subsidy are costs associated with the implementation and use of the learning platform.
Eligible for a subsidy:
- External consultancy fees for setting up and guiding the learning trajectory
- Development costs for e-learning modules within the project
- Implementation support and LMS configuration
- Internal hours of employees actively contributing to the learning plan
- Career advice or development interviews linked to the platform
Non-subsidizable:
- License fees or subscriptions for the LMS
- Hosting and support costs
- General software costs unrelated to the learning objective
By using Pluvo in this way, you leverage the platform's substantive power while meeting the requirements of the SLIM scheme. You are not using the subsidy for the tool itself, but for everything necessary to successfully implement, configure, and utilize the learning platform: from advice and guidance to e-learning development and internal efforts. This allows you to get the most out of both Pluvo and the scheme, without violating subsidy regulations.
When can you apply for a SLIM subsidy
The SLIM scheme has fixed application windows. Different deadlines apply to individual SMEs and partnerships.
Application windows for SMEs
- March 3 to March 31, 2025 (passed)
- September 1 to September 30, 2025 (next opportunity)
For partnerships
- June 2 to June 30, 2025 (passed)
- A new opening is expected in June 2026
In the event of oversubscription, a lottery will be held. Therefore, ensure your application is submitted on time and is complete.
How does the SLIM subsidy payment work?
It is important to know that the SLIM subsidy is not paid out in advance. You only receive the subsidy after the project has been completed and you have submitted a report that has been approved. In many cases, you must therefore be able to advance the costs yourself.
For individual SME applications (up to 25,000 euros)
For applications up to 25,000 euros, the process is simpler:
- You do not need to submit a separate final declaration
- The subsidy is determined ex officio
- There is less administrative burden, but payment only follows after completion of the project
For partnerships (applications over 25,000 euros)
Stricter conditions apply to larger applications via a partnership:
- You can receive a maximum of 500,000 euros in subsidy per project
- A maximum of 200,000 euros applies per participating party
- You must submit a full final declaration, including evidence of the activities carried out and the costs incurred
- An advance payment of 25 percent can be granted at the start
- An additional advance of 50 percent is possible for longer projects, provided at least half of the work is carried out in the first year
- The remaining amount is paid out after approval of the final report
What does this mean in practice?
The SLIM subsidy works as a reimbursement scheme. You carry out the project, document the results, and then apply for the reimbursement. Only for larger projects within a partnership is limited pre-financing possible. For SME applications under 25,000 euros, you only receive the subsidy once the entire project is completed and properly accounted for.
How to combine SLIM and Pluvo successfully
A successful SLIM project requires preparation. Here's how to approach it:
Step 1: Start with an external analysis
Have your learning culture mapped out. This is already a subsidizable activity in itself.
Step 2: Choose Pluvo as your LMS
Use the analysis as the basis for implementation. In your application, focus on advice, development, and implementation hours—not on license costs.
Step 3: Draw up your project plan
Work out a clear activity plan, make a realistic budget, and collect all required documents, such as the SME declaration and the de minimis declaration.
Step 4: Submit your application on time
For the September 2025 round, this must be done by September 30 at the latest.
Step 5: Carry out your project
Once approved, you can get started. Use Pluvo to set up and run the learning trajectory.
Step 6: Wrap up and declare
Submit your final report. For SME applications up to 25,000 euros, the subsidy is determined automatically.
Looking ahead to 2026
Although the exact dates for 2026 have not yet been published, it is likely that the familiar rhythm will be maintained:
- March 2026: application window opens for individual SMEs
- June 2026: application period for partnerships
- September 2026: second window for SMEs
Want to take part in 2026? Then start preparing your project plan, partners, and budget in good time.
Why you should make use of this subsidy
The SLIM subsidy is one of the few schemes in the Netherlands that focuses purely on the learning and development of people within SMEs. In a labor market that is changing fast, where hiring staff is getting harder and knowledge becomes outdated more quickly, investing in your employees is essential. The scheme is accessible, targeted, and covers up to 60 percent of your costs. If you let this pass, you let valuable development pass you by.
Why this is the right moment
Organizations that invest in learning and development are more resilient, more attractive as employers, and better prepared for change. The SLIM subsidy makes structural learning financially feasible. Pluvo makes it practical to carry out. By combining the two, you take an important step toward an organizational culture in which learning takes center stage.
